Friday, December 6, 2013 —A 27-year-old Hanover Park man who thought he was meeting an 8-year-old girl this week for the purpose of engaging in sexual acts was instead arrested by members of the Cook County Sheriff’s Child Exploitation Unit during an undercover investigation, Sheriff Thomas J. Dart announced today.

In November, the Child Exploitation Unit began an investigation into an online advertisement which stated that a man was looking for someone to allow him to have sex with their niece, sister, young girlfriend/ wife, or daughter, and was open on age.

Andrew KozarA Child Exploitation Unit officer responded to the ad in an undercover capacity stating that he had an 8-year-old daughter. The man who posted the ad, later identified as Andrew Kozar, communicated with the officer for about a week to set up a meeting to engage in sexual activity with the daughter.

According to the investigation, on Dec. 3, Kozar solicited a meeting with the daughter at a location in Forest Park for the purpose of engaging in sexual acts. When Kozar arrived to that location, Sheriff’s Police took him into custody.

Kozar was charged with one count of indecent solicitation of a child. He appeared today for a bond hearing at the Maywood Courthouse where his bond was set at $250,000 with special conditions that he have no Internet access, no phone access, and no contact with minors, if he posts bonds.

Kozar’s next court date is scheduled for Dec. 26 at the Maywood Courthouse.

Sheriff Dart reminds the public that the defendant is presumed innocent until proven guilty by the government in a court of law.
