Monday, August 30, 2010— Bond has been set at $75,000 for a man accused of strong-armed robbery, Cook County Sheriff Thomas J. Dart announced Tuesday.

Reginald FrankReginald Frank, 33, of the 80 block of East 8th Place in Ford Heights, has been charged with robbery and unlawful restraint.  He appeared in Rolling Meadows court yesterday.

The victim told police he met Frank the night before outside his hotel room on the 1900 block of East Higgins Road, in Elk Grove Township, and the following morning, invited him back to his hotel room.  At some point during their interaction Frank became aggressive, at which point the victim asked him to leave.  The victim said Frank then became violent, and placed the victim in a choke hold around his neck and knocked him to the floor.  

The victim suffered a contusion to the left side of his forehead and briefly lost consciousness.  When he awoke, the victim saw Frank with his backpack, which contained his cell phone, wallet, Dell computer, watch, and approximately $150.00.  The victim yelled at Frank to stop, and struggled with him briefly outside of the room.  Frank dropped some of the victim’s belongings and fled through the hotel parking lot.

Patrol officers called to the scene reviewed video surveillance from the hotel, and searched the area where Frank fled.  After canvassing nearby streets and businesses, one of the officers spotted Frank in front of the 7-11 store located at Oakton and Elmhurst Road in Des Plaines.  The officer took Frank into custody without incident.  Police recovered the victim’s cell phone, watch and cash from Frank’s clothing.

Frank has a long criminal history, with 64 arrests going back to 1994, including drug charges, DUI and gambling.  He also served time in the Illinois Department of Corrections in 2004 for manufacturing and delivery of cocaine, and in 2005 for home invasion.

Reginald Frank’s next court date is September 21st in Rolling Meadows.
